SPABC Board of Directors
The elected Board of Directors of the Strata Property Agents of British Columbia (SPABC) is made up of volunteer strata property management presidents and owners. Our board is dedicated to creating a strong and vibrant strata industry in B.C., keeping our stakeholders and the public engaged and informed, and elevating the strata industry to the highest level of professional standards.
The Board of Directors:

Nizam Dossa
Executive Director
SPABC’s executive director Nizam Dossa is vice-president and property manager with Assertive Northwest Property Management Group, which provides strata management services for residential, commercial and mixed-use properties in the Lower Mainland. Nizam has been in the condominium real estate industry since 1993, working for both small and large brokerages as a project manager for developers, managing broker for a strata brokerage and as a strata management representative. He helped to write the Advanced Strata Management course at Langara College, and taught the course for six years before teaching the college’s Commercial Property Management course. Nizam also teaches the University of British Columbia Urban Land Economics course through Langara. He holds a degree in Political Science and Economics from Simon Fraser University and a Certified Professional Residential Property Manager designation from the Professional Association of Managing Agents.
Why is SPABC an important resource for strata management companies and professionals in B.C.?
“SPABC’s member brokerages range from smaller operations to the biggest companies out there. Each sees the value of being part of an organization that brings together associate members such lawyers, accountants, engineers to build synergy and create economies of scale for the betterment of the strata management industry.”

Andrew Seaton
President
Andrew is president of RE/MAX dWell, a Richmond-based property management agency with an in-depth focus on strata-titled properties, non-profits, residential rentals and commercial properties. Andrew started the business with a partner in 1995, and today RE/MAX dWell has offices in Richmond and Surrey and is one of the largest locally owned property management companies on the Lower Mainland, providing services to strata corporations as well as commercial properties. Andrew’s Bachelor of Commerce degree in Finance and Urban Land Economics from UBC gives him unique insight into the fast-growing property management sector. He has grown RE/MAX dWell as a values-based, community-focused business that invests in long-term relationships and creating a supportive work environment where new team members are mentored to succeed.
What excites you most about strata management sector?
“In property management, you are not just dealing with buildings — you are dealing with people and their relationships to where they live. People’s homes are their biggest investment — and for some people, their only investment — so the opportunity to look after those investments for people is very appealing and gives you a sense of accomplishment.”

Cory Petterson
Vice President
Cory is president and co-owner of Stratawest Management Ltd., a Lower Mainland property management company established in 1991. Stratawest provides property management services with a mandate to deliver the highest level of service to a select portfolio of quality properties. Cory has an extensive background in many facets of the real estate industry, especially management and marketing — and as a former strata property owner with experience as a council president, vice president and treasurer, he brings a unique, client-centered perspective to the sector. He is a five time past president of SPABC, holds the nationally recognized designation of Registered Condominium Manager (RCM) and is an appointed member of RECBC’s Strata Management Services Advisory Group.
What excites you most about strata management sector?
“It’s the complexity and growth that keeps it interesting. As an industry and from a business perspective, it’s largely recession proof as it is a complicated and varied job, where the legislation and case law keeps changing and we’re constantly doing new things. It would be very difficult for a volunteer strata council to manage a sizeable strata corporation without the guidance of a professional strata management company, so the opportunities are significant with the density we have in the Lower Mainland. It’s also not a 9 to 5 job, which is attractive. The professionalism of the industry continues to grow and the challenges of the job itself never seem to end, so it is certainly never boring.”

Dennie Linkert
Director
Dennie entered property management 27 years ago, after finishing her degree in commerce. She and her then-husband rented a property from Complete Asset Management (CAM) and he was subsequently hired by the company. Eventually, he and Dennie became resident caretakers for CAM and Dennie became manager of CAM’s rental division. A decade later, when CAM decided to sell their residential portfolio, Dennie and her partner convinced the company to sell to them. In 2001, “small but mighty” Complete Residential Property Management (CPRM) was launched. Today, CPRM is one of Greater Victoria’s top providers of property management services in the residential property niche; stratas make up 80 per cent of the company’s clients. Dennie is one of only 30 people in B.C. to hold the Registered Condominium Manager (RCM) national designation.
Why is SPABC an important resource for strata management professionals and companies?
“We’re keeping an eye on the industry, making sure our membership knows about things so that they don’t have to worry about it tracking and analyzing it themselves. They can continue with their day-to-day business, knowing we are watching and will bring issues or opportunities to their attention when it’s needed or really important.”

Andy Spurling
Director
Andy is the owner/president of Proline Management Ltd., a recipient of the 2019 Business Excellence Award from the Victoria Family Business Association (Vancouver Island). He oversees the growth, vision and expansion of Proline and leads his team in transforming the property management industry through a demonstrated dedication to honesty, integrity and transparency. Andy’s goal is to help the many communities in Proline’s portfolio be sought-after places to live. Prior to joining Proline — a 34-year-old business started by his father Eric — in 2007, Andy acted as legal counsel for Bell Canada and remains a member of the Canadian Bar Association and Victoria Bar Association. He is a member of the Strata Initiatives Task Force at the Victoria Real Estate Board.
What excites you most about strata management sector?
“It’s the opportunity to be part of something really human. I come from the legal world where you really spend your day pushing paper, for lack of a better word, and you are decontextualized from the emotional realities of life. But in the strata management world, you are dealing with people in their homes — and there’s always an emotional connection to it. You really get to be part of a community, and that matters. The other part is that it’s still such a young industry, so there are always tons of opportunities to be better and try to do things differently — and we have the flexibility to do that.”
